American justice
Steal $3 billion get a slap on the wrist. Steal $100 because you're homeless, hungry and need the money to stay in a detox center, then turn yourself in to the police the next day because you feel bad about stealing the $100 - 15 years in prison.

That sounds about right. Actually, it maintains a tradition of the powerful getting away with mega-crimes, while the powerless get an entire courthouse dropped on them. No one got fired for the intelligence failures of 9/11, but just give the customer at McDonald's the Coke instead of Pepsi and expect a pink slip.
